Dovel is leading the design, development, and implementation of a new Electronic Filing For Administrative Procedures (eFAP) for the Securities and Exchange Commission (SEC). This system allows the Office of the Secretary (OS) to create and maintain the official docket for documents in Administrative Proceedings (AP) and provides for the management, processing and internal routing of AP documents. It provides for the registration of internal and external users, the receipt of external filings, uploading internal documents, searching of electronically-filed documents, queues for various user roles to manage documents filed by users, archiving and the ability for OS and certain filers to electronically complete service.

Security is of course a key element of such a system. eFAP enables external user registration through Completely Automated Public Turing test to tell Computers and Humans Apart (CAPTCHA). Once registered, users can upload documents, associating them to the necessary parties.
